I have the honour to refer to my secret despatch

of the 18th October relating to the shipment of arms from

the United States to the Shanghai Municipal Police and to

Thailand, and to state, in supplementation of the information

conveyed the rein, that the assurance which has been given

to the United States Government that nothing would be done

to impede the shipment of such arms, or of the arms for

China to which your telegram No. 107 of the 19th of

September relates, applies only to arms for which the

United States Department of State has issued a licence,

and is subject to the condition that the documents of the

ships carrying the arms contain a clear indication of their

destination.
